It comes from a minority within the church (thank God) and also from those who are outside of the church.  These complaints are largely excuses.  I will seek to explain that conclusion. Helping others in need goes back to the beginning of the Church. In this passage, the believers in one location helped their less fortunate brethren in another in a very big way. And in these days prophets came from Jerusalem to Antioch.
